A Significant Project designation enables consideration of Infrastructure Coordination Areas (ICAs) and Infrastructure Coordination Plans (ICPs). ICAs and ICPs provide an ability for the Territory Coordinator to investigate areas of land or water and prepare plans to support construction or operations of a Significant Project.
Infrastructure coordination areas
The minister may declare an area of land or water as an infrastructure coordination area (ICA) for the purpose of investigating its potential for the development of infrastructure necessary for the construction or operation of a significant project, and to develop an Infrastructure Coordination Plan (ICP). An ICA declaration provides an ability for the Territory Coordinator to authorise a person to enter land within an ICA, to carry out the required investigations and studies to develop a proposed ICP.

Infrastructure coordination plans
An infrastructure coordination plan (ICP) is a plan in relation to a Significant Project that:
- identifies the infrastructure required to support the project.
- identifies the entities that are responsible for delivering the infrastructure works.
- identifies any governance or finance frameworks required for delivering the plan
In preparing a proposed ICP, the Territory Coordinator must consult with each public entity identified in the plan; and any other person the Territory Coordinator considers appropriate.
After preparing a proposed ICP, the Territory Coordinator must publish the proposed ICP on the Territory Coordinator website and undertake public consultation on the proposed plan for 20 business days.
Members of the public and interested parties will be invited to make submissions on a proposed ICP during the public consultation period.
After public consultation on a proposed ICP, the Territory Coordinator must give the minister a summary of consultation submissions and recommendations in relation to the proposed plan including any proposed changes for the minister’s consideration and decision.
